Phaxius c1436573c3 Added English version of special.yml ...

Renamed the original special.yml to special-zhcn.yml following previous filename formatting.  Created special.yml and pasted the contents of special-zhcn.yml to it and changed all the Chinese to an English version using the same settings from the original file.
